This worked for me may not work for you
It all started when one of my hard drives started to fail so I installed a new SSD hard drive and reinstalled windows 7, I never upgraded to windows 10.
This was a new windows 7 installation on a new drive, should be easy right.
I have installed many systems in my time and never had this much of a problem installing windows updates.
Even though I could get on the Internet I was still having issues updating windows as it would just sit there checking for updates.

I have done so much in the last 2 days to get this to work and so not to bore you, this is what i did.
Yes I did everything you can think of including updating Intel drivers, resetting windows update, windows logs, folder permissions, system restore and many many more.
I cant be 100% sure which one of the two procedures below initiated the downloads as I had done both at the same time, but I can say that the first one I removed after the first few working updates as this disabled the Internet but the windows updates continued for a while anyway.
1) Firstly I went to Start, then Control Panel, then Connections, then Lan Settings, then ticked Use Proxy server for your Lan, then went to Advanced and entered 127.0.0.1 port 888 into the HTTP and Secure addresses.
2) As you can see below I have a static IP and even if I change the settings to DHCP it would still not update.
I could not work out why my Billion modem was having issues with resolving the DNS.
I decided to changed the DNS Preferred server settings to match my ISP's DNS the updates began.
So instead of 192.168.1.1 which usually tells the modem to resolve DNS I used my ISP.

Even though the windows updates began, I was only able to update a dozen or so before the updates stopped working again.
Eventually I downloaded the "System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821)" : https://www.microsoft.com/en-ie/download/details.aspx?id=20858

Once downloaded, I unplugged the PC's network cable from the modem and then ran the readiness tool installation, otherwise if I didn't unplug the cable it would continue to search for updates and not install.
Installs all started to work fine from then on. (hope it helps)
This even fixed the AVG installation that had failed to install numerous times
0xC0070643 error code.
Other helpful information
To check the windows update version I was using I clicked on Start then typed : %systemroot%\system32 folder. %systemroot% then enter.
Right clicked on Wuaueng.dll, then clicked Properties, then clicked the Details tab, then located the file version number.
