Its just that once you publish them you end up with a links to their dodgy website or they are just trying to get more hits on their site by secretly advertising their products or website links.
How to remove comments from your blogger page.
Open Blogger and login
Select More options then comments
Select a comment, then delete
I don't have a bad comment to show you now as I have already deleted it, but see bellow for an example
