If you press and hold f8 just after the PC starts when you hear the first beep but before windows starts you will get an option to choose Safe mode.
The only thing you may miss it, this all happens so quickly.
The easiest way to reboot to safe mode is to use the msconfig.exe method.
Go to start then in the search type msconfig.exe click on msconfig.exe file.
Choose the Boot tab.
Under Safe Options, tick Safe Boot.
Click of then reboot the PC.
The computer will automatically boot in safe mode.
To return to normal startup, go to msconfig.exe in safe mode.
This time on the General tab, tick Normal Startup.
Click ok then reboot.
