No settings in bios to change Num Lock to be on.
Before Login : HKEY_USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators
2 = On : 0 = Off
After you logon : HKEY_CURRENT_USER\Control Panel\Keyboard\InitialKeyboardIndicators
2 = On : 0 = Off
