I have tested this in windows 7 Ultimate 32bit and it has been running smoothly for years.
I have now tried on windows 7 Home Premium 32bit and it also works.
My instruction
1) download winmailedit.reg : go to : http://www.techspot.com/community/topics/how-to-enable-windows-mail-app-in-windows-7.137494/
Scroll to the bottom, you may nee to register to download
2)double click on the file and follow instructions (must run first)
3)Go to start, type run, paste the following: attrib -s -h "%ProgramFiles%\Windows Mail\WinMail.exe"
5)Go to My Computer, C Drive, Program Files, Windows Mail folder, then right click on msoe.dll and take ownership.
If you don't have right click to take ownership download from:

We need to replace msoe.dll this with another version

6)Right click on the file windows-mail-msoe_32.zip extract to wherever. Copy the new msoe.dll to the C:\ Drive, Program Files, Windows Mail folder, copy and replace.
If this fails to Copy the new msoe.dll, its probably because you run windows mail before completing the task.
Press Cntrl Alt Delete, start task manager, Processes TAB and delete windows mail.
Then try to paste the msoe.dll file again
Run windows mail.exe : found in Program files\windows mail\WinMail.exe
If you can't see WinMail.exe then its probably hidden, go to start control panel, folder options,view tab, click on show hidden files and folders, and also click on hide protected operating system files, then apply.
